Background
Under the guidance and direct supervision of the Head, UN Coordination Office, the Joint Programme Coordinator strengthens the capacity of the UN Country Team in line with the UN reform process, focusing on joint programming and joint programmes in connection with the United Nations Development Assistance Framework (UNDAF) 2007-2011 and the UNDAF currently under elaboration 2012-2016. The incumbent will also assist in the coordination of emerging programmatic priorities and ensuring follow-up and feedback; and identifying and recommending proposals and actions for enhancing inter-agency coordination in line with the simplification and harmonization procedures and, as appropriate, initiating actions for implementation.

The Joint Programme Coordinator works in close collaboration with programme and operations teams of the UN agencies, UN Development Operations Coordination Office (DOCO), the Multi Donor Trust Fund (MDTF) Office and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of joint activities.

Duties and Responsibilities
Joint Programmes: There are 15 joint programmes in Egypt with an allocated budget of over 42 million USD. The Joint Programme Coordinator is responsible for the following:

Work with lead UN agencies to set up Programme Management Committees (PMC) and National Steering Committees (NSC): These coordination bodies are responsible for ensuring proper checks and balances of programme activities.
Support to PMC and NSC: provide training and strategic guidance on joint programming, facilitate collaboration between participating UN organizations, organizes meetings and provide guidance on how to formulate joint programme management and coordination systems.
Database management: create and maintain database of information on all joint programmes, regularly update the status of programmes, keep track of total budget of joint programmes and outline their thematic focus areas.
Quality control and assurance: read programme documents before signature to ensure they are in line with DOCO and MDG-F guidelines and mandates of participating UN agencies.
Liaison with HQ: Update the joint programme section of the DOCO website and obtain current practices on joint programming from UNDP capacity development group JP focal person.
Documentation of best practices and lessons learnt.
Assessment of JPs: Conduct assessments of joint programmes every 2 years.
Liaise with the communication officer to ensure that there is a communication strategy (internal and external) for all joint programmes
Facilitates the MDG-F Achievement Fund process: Egypt has three approved joint programmes funded by the MDG- Achievement Fund with a total budget allocation of 14.5 million USD (this is included in the joint programme budget)

Support to PMC: Provide guidance and coordinate the work of joint programme stakeholders, in particular the lead agency and programme management committee, especially with regard to roles and responsibilities in line with MDG-F guidelines, establishing deadlines and facilitating the drafting process for concept notes and joint programme documents in close consultation with the MDG-F Secretariat in NY and the RC.
Support to NSC: Organize meetings, set agenda, draft minutes and ensure follow up to NSC decisions, facilitating its oversight and strategic guidance to MDG-F joint programmes.
Quality control and assurance: review and validate all the reports to be submitted to the MDG-F Secretariat and the MTDF Office; ensure an inter-agency perspective in all efforts related to the formulation and implementation of joint programmes; strengthen linkages between ongoing JPs and other UN supported initiatives;
Monitor progress and achievement within the UNDAF framework;
Facilitate the articulation of national advocacy interventions;
Facilitate coordination between MDG-F funded joint programmes;
Liaise with the MDG-F Secretariat and Multi Donor Trust Fund Office
Support development of UN Egypt initiatives with a focus on emerging priorities

These are upcoming issues which have become national priority but are not adequately reflected in the UNDAF and the national partners are requesting support from the UN.

Human Trafficking: liaise with the Ministry of Foreign Affairs and UNCT to mobilize resources for the human trafficking study. Follow up with UNDP and IOM to ensure they provide technical and administrative support to the National Research Center.
Food Security: Support the UNCT, in particular, the food security and nutritional task force.
EC/UN Joint Initiative on Migration and Development: Work with the national steering committee which consists of UN agencies, IOM, the RC and Ministry of Foreign Affairs to support the implementation of approved CSOs proposals in the area of migration and development.
Support to RC/UNCT

Organize thematic workshops with the aim of encouraging information sharing between UN agencies working in similar areas and promoting dialogue with concerned line ministries.
Draft emails, letters, briefs and talking points for meetings pertaining to joint initiatives/programmes.
Prepare minutes of NSC meetings.
Summarize reports/prepare matrices of what UN agencies are doing in the area of poverty alleviation.
Any other duties as requested relevant to the joint programming/joint programmes, including the monitoring and evaluation of the UNDAF.

Required Skills and Experience
Education

Master’s Degree or equivalent in Social Sciences, International Relations, Political Sciences or related field.
Experience:

At least 2 years of post Master’s relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Knowledge about the UN and RC systems would be an advantage. Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:

Fluency in Arabic and English

TERMS OF REFERENCE - SECRETARY


A. Contract type: Service Contract (SC)
B. Duty Station: Cairo
C. Section/UNIT: United Nations Office on Drugs and Crime, Regional Office for the Middle East and North Africa, Egypt
D. Duration of Employment: 6 months renewable upon satisfactory performance and availability of funds

F. Organization Setting:

The incumbent will report directly to the Executive Associate to the Regional Representative/Focal Point for Human Resources.

G. Job content

Under the direct supervision of the Executive Associate to the Regional Representative/Focal Point for Human Resources, and the overall guidance of the Regional Representative, the incumbent will fulfill the functions of a Secretary which will mainly include the following:

Place and screen telephone calls, answer queries prudently, maintain and schedule appointments for one’s own work and for supervisor(s);
Receive guests and direct them to the right person to address their needs;
Prepare and draft correspondence, in English and Arabic;
Manage all incoming/outgoing correspondence and their distribution among concerned staff members located in ROMENA and outposts and other parties;
Serve as the Administrator for FO Contacts Management Application; keep and update a directory of ministries, government officials and diplomatic corps of the countries in the region as well as in the Office Contacts Data Base;
Maintain office filing, i.e., incoming, outgoing, country and thematic files;
Responsible for stationary supplies, maintain and update log book for office stationary and paper supply;
Update the staff security list;
Assist the work of the HR Unit when required.
Assist in conducting research and compile relevant documentation;
Prepare necessary shipments with airway bill or proforma invoice with the courier service for staff members;
Maintain the office library and resources
Fulfil any other assigned duties, as requested by the supervisor.




Qualifications:

Education: University degree in Management, Business Administration or Social Science.

Experience:
At least 3 years of experience in a similar position. Previous experience in an international setting would be an advantage.

Competencies:
Tact and diplomacy;
Ability to work in a mutli-cultural environment;
Hard worker and able to work independently;
Has an excellent attention to details and ability to follow up.

Language: Fluency in English and Arabic.
